Small Business Express Grant Helps South Windsor Company Grow

State Senator Gary D. LeBeau was first elected to the Connecticut General Assembly in 1990 as a state representative from East Hartford. While in the state House, he served on the Finance Committee and as vice-chairman of the Commerce Committee. Senator LeBeau was elected to the state Senate in 1996, where he represents the residents of the 3rd Senatorial District towns of East Hartford, South Windsor, East Windsor and Ellington.

In his time in the Senate, and as Senate Chairman of the Commerce Committee, Senator LeBeau has exhibited an unflagging devotion to the growth of Connecticut businesses and industries. He has advocated for a state commitment to the Groton area submarine base which helped save it from the federal budget axe; tax credits for job creation; major investments in biotechnology, stem cell research and alternative energies such as fuel cells; linking the research departments of various state institutions of higher learning with start-up, high-technology firms; contracting reform; Goodwin College; and the Rentschler Field complex.

More recently, Senator LeBeau’s has worked with others to shepherd landmark bills through the legislature, such as he nationally recognized “Jobs Growth Roundtable” bill, a bill providing expedited processing and regulatory relief in the environmental area, and legislation creating a Bradley Airport Development Zone. Each of these bills focused on helping to provide small- and start-up businesses with adequate funding and workforce, especially in the area of green energy.

Senator LeBeau serves as the Vice Chairman of the Economic Development and Labor Committee of the National Conference of State Legislators (NCSL) where he has made presentations and moderated discussions regarding state economic development and policy across the United States.

Born and raised in Easthampton, Massachusetts, Senator LeBeau was educated in public schools and graduated from the University of Massachusetts, obtaining a B.A. in Political Science, later a Master’s Degree in Education, a Sixth-Year Degree from the University of Connecticut, and Elementary Education Certification from Central Connecticut State University. A former public school teacher and administrator for 37 years, Senator LeBeau is now retired. He is the father of three children—Kara, Matthew and Christopher.
